AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just eight days before national elections.
Study Shows Repeated Partiality in AI Suggestions
The four chatbots tested by the AP “often end up with the same two parties”, regardless of the user’s question or command, the watchdog noted in a report published ahead of the late October vote.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the positions of these parties, the study pointed out.
Official Warns Against Using AI Chatbots for Voting Guidance
The deputy head of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she added.
“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”
Election Context and Political Landscape
Netherlands citizens vote on 29 October in an electoral contest that will be closely watched around Europe for the performance of the PVV.
The far-right party of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.
Every significant political faction have ruled out an alliance with the PVV, meaning the runner-up party is highly probable to supply the future head of government.
Unintentional Bias Attributed to AI Operation
The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
